The political participation of foreigners in local elections May 22, 2011. A critical reflection on a failed attempt inclusive democracy

Local Elections May 22, 2011, in which for the first time foreigners have been able to vote from Bolivia, Chile, Colombia, Ecuador, Iceland, New Zealand, Paraguay, Peru, Cape Verde, have shown that the regulation constitutional political participation of foreigners, which requires the mutual recognition of voting rights for the Spanish and the formal conditions of exercise of suffrage, as the inscription on the electoral roll at the request of a party and the legal and continuous residence for at least five years in Spain in order to vote, remains a political and legal challenge to our democratic state. The need to ensure an acceptable degree of representativeness of the Spanish democratic system will require the reform of the established model. Published online: 02 December 2014 Las Elecciones Locales del 22 de mayo de 2011, en las que por primera vez han podido votar los extranjeros procedentes de Bolivia, Chile, Colombia, Ecuador, Islandia, Nueva Zelanda, Paraguay, Perú y Cabo Verde, han puesto de manifiesto que la regulación constitucional de la participación política de los extranjeros, que exige el reconocimiento recíproco del derecho de voto para los españoles, y las condiciones formales del ejercicio del sufragio, como la inscripción en el censo electoral a instancia de parte y la residencia legal e ininterrumpida durante al menos cinco años en España para poder votar, sigue constituyendo un desafío político y jurídico para nuestro Estado democrático. La necesidad de garantizar un grado aceptable de representatividad del sistema democrático español va a requerir la reforma del modelo establecido.Publicación en línea: 02 diciembre 2014
