El tema antártico en las Naciones Unidas

Antarctica has been a pole apart, both because of its geographic isolation and because of its immunity from conflicts that create divisions in the international system, including among the members of the Antarctic Treaty. However, lately it has had to face increasing political pressures, coming particularly from the developing world, either to obtain greater participation in decision-making or to replace it. In September 1982, Malaysia raised the issue of Antarctica at the United Nations. The following year, with the support of the "Non-Aligned Countries" movement, succeeded in getting the issue on the agenda of the General Assembly. These developments contrast with previous attempts to internationalize the treatment of the subject. In this paper an analysis is carried out focused on those factors that explain the emergence of Antarctica as a topic of international interest in the eighties. La Antártica ha sido un polo aparte, tanto por su aislamiento geográfico como por su inmunidad respecto de los conflictos que crean divisiones en el sistema internacional, incluso entre los miembros del Tratado Antártico. No obstante, últimamente ha debido enfrentar crecientes presiones políticas, que provienen particularmente del mundo en desarrollo, sea para obtener mayor participación en la toma de decisiones o para su reemplazo. En septiembre de 1982, Malasia planteó el tema de la Antártica en las Naciones Unidas. El año siguiente, con el apoyo del movimiento de los "Países No-Alineados", tuvo éxito al lograr la inscripción del tema en la agenda de la Asamblea General. Estos desarrollos contrastan con previos intentos de internacionalizar el tratamiento del tema. En este trabajo se realiza un análisis centrado en aquellos factores que explican la emergencia de la Antártica como tema de interés internacional en la década de los ochenta.
