Summary:4 1 and institutions of higher learning located- outside the 2 continental United States, Hawaii, Alaska (including the 3 Aleutian islands), Puerto Rico, and the Virgin Islands 5 and other expenses incident to scholastic activities; or 6 (2) furnishing transportation, tuition, maintenance, 7 country who desire to attend American schools and institutions 8 of higher learning in the Continental United States, 9 Hawaii, Alaska (including the Aleutian Islands), Puerto 10 Rico, and the Virgin Islands: Provided, however, That no 11 such agreement or agreements shall provide for the use 12 of the currencies or credits for currencies of any foreign 13 country in excess of $2,500,000 annually at the official 14 rate of exchange for such currencies, unless otherwise 15 authorized by Congress.” 16 ‘(2) In carrying out the provisions of this section, the 17 Secretary of State is hereby authorized to enter into an 18 executive agreement or agreements with any foreign government 19 for the use of currencies, or credit for currencies of 20 such government acquired, as a result of such surplus property 21 disposals, for the purpose of providing, by the formation 22 of foundations or otherwise, for (A) financing studies, 23 research, instruction, library operation, and other educational 24 activities of or for American citizens in schools and 25 institutions of higher learning located in such foreign country, or
