I am impressed and encouraged by the widening practice of cost-sharing because it is converting the educational exchange program from an American effort to a genuinely international program for learning and understanding. Another recent milestone has been the expansion of the program across ideological barriers. In 1964, after arduous negotiations, Yugoslavia became the 49th nation -- and the first communist nation -- to sign a Fulbright exchange agreement with the United States. It is my hope that this accord will be followed by exchange agreements with other communist countries and that these in turn will open channels of communication and good will that hitherto have not existed.
