As a consequence of energy globalisation, and of a sharp increase in world energy demand, the Arctic Ocean is also now being targeted for its offshore oil and gas resources, at the same time as an increasing demand for democratic legitimisation and recognition of the rights of indigenous peoples is emerging in the civil spheres of society. The volume analyses how, in the daunting context of climate change, the interactions between the various levels of governance structure the policy process and impact on the efficiency of environmental management and the effectiveness of public participation, including the participation of indigenous peoples. Any governance system for Arctic offshore oil and gas activities that is to be politically and environmentally sustainable will have to be based on horizontal and vertical coordination across various levels of regulation and decision-making. Several paths of reflection arise from the analysis and call for the strengthening of the law and its implementation, and for the development of integrated management and participative approach.
