The 2018 OUTREACH Expedition as a case study bridging the science-policy boundary to foster international collaborations, identify priorities and enhance pan-Arctic connectivity
Outreach actions are important boundary processes [1] that are designed to identify specific ways to facilitate and to enhance the interactions between science and policy, and most importantly, to influence human attitudes and associated policy decisions [2]. In June of 2018, UiT, the Arctic University of Norway, hosted the 2018 OUTREACH Expedition, engaging a diverse group of scientists, decision-makers, program managers, diplomats, and private and public sector leaders on a 6-day trip off Norway's Svalbard coast on a multi-faceted learning journey onboard its research vessel RV Helmer Hanssen. Using the Arctic as an inspirational backdrop, the group engaged in discussions exploring the interface between science and policy. The voyage included lectures by participants, and visits to historical sites, research stations, and coastal settlements. A visit to the marginal ice zone, slightly north of 81°N, and a trawling operation off Magdalena-fjorden provided a unique first-hand experience of current Arctic conditions. These activities fostered discussions on a variety of science and technology topics, including the identification of research priorities that would require international attention and collaboration, as well as the creation of opportunities that transcend the science-decision boundary in order to facilitate the navigation from knowledge to action. This presentation will describe the goals of this UiT initiative that bridged the science-policy interface, a key factor in Arctic sustainable development enterprises. It will also summarize outcomes, identify future opportunities, and highlight the importance of pan-Arctic integration as a means to achieve a greater understanding of the Arctic system.
