Maxtaxa i barnomsorgen, en rättvis reform?

In Sweden the government has an intention to make the pre-school system free of charge One step towards the aim is to equalize the charge system among the muncipalitys. To day it´s the local authoritys responsibility to put the rate on the charge, with the new reform this will change. The new reform "Maxtaxa och allmän förskola m.m" is going to be introduced in januari 2002. The purpose of this study was to investigate four diffrent municipalitys and their positive and negative effects of the reform from an aspect of justice. The main questions I used was: What does the reform imply ? How does the common system of charges look like and what effects will the reform give ? And who are going to be favoured? I`ve been investigated four diffrent muncipalitys Kiruna, Umeå, Uddevalla och Landskrona and their common charges. I´ve made interviews by phone with local authoritys, I´ve study literature and used Internet to get information. My intention haven´t been to produce an answer whether the reform is fear or not, my intention was to describe the reform to get a deeper knowledge about what the reform imply.
