The last years of the Cold War raised the Arctic into wide awareness. However, this awareness was closely connected to a threat of a nuclear war, and the Arctic became a 'military theater'. The end of the Cold War changed the expectation, and the Arctic turned to be a region of great promises. It became more understandable that it the region is not isolated but an integrated part of the global system. In many visions the Arctic is seen as a test case where, for instance sustainable development, and new kind of local cooperation, could have been possible. These are the issues which are critically evaluated by the authors of this book.
