Summary:Recently the role of localities – local communities,cultures and place-specific traditions – has beenstressed in tourism studies and development discussionsand strategies. The rise of locality has beenbased on the changing modes of touristic productionand consumption in Western societies and on anincreasing need for sustainability in tourism development.This paper aims to provide an overview to thechallenging relationship between tourism development,local communities, cultures and sustainability.The focus is set on conventional (mass) tourismand its local connections in peripheral regions. Inspite of the rhetoric turn addressing the new role oflocalities the tourism-centric modes of developmentand sustainability tend to situate local communitiesand cultures to a staged and marginal position intourism supply and demand systems. This tendencyis discussed and demonstrated in the context ofFinnish Lapland by utilising selected touristic representationsof Sami culture as case examples.
