Strategic developments in new settlement regions

Objective to elaborate proposals and demonstrate ways for probable transformation of an investment project implemented in the LowAngara region into a federal target program from the viewpoint of interaction of the territory economy and the environment development. nbsp Methods such general scientific methods were applied as systemic approach logical and comparative analysis economicmathematical modeling. nbsp Results LowAngara region in Krasnoyarsk krai is one of the regions of new economic development in the modern Russia. It is attractive for new largescale investments including a unique resource base the availability of the necessary infrastructure for industry which determines the necessity for strategic plans in the sphere of its further development. The article analyzes the results of implementation of the investment project ldquoComplex development of the LowAngara regionrdquo. It is determined that the projects implemented in the region are characterized by a number of problems such as the orientation of the territory towards raw materials production lack of the projectsrsquo correlation with the capabilities of the region lack of the accounting of environmental factors. To solve the revealed problems it is proposed to implement a special regional target program of the complex development of the region. The advantages of regional programs are shown for predicting the environmental consequences of the socialeconomic development of the region. The tools are presented for environmentaleconomic analysis of the consequences economic decisions in the region. Based on the elaborated model the influence of various economic solutions on the environment is shown which allowed formulating recommendations for the territory development taking the environmental factor into account. nbsp Scientific novelty the possibilities and limitations of the particular region are analyzed from the viewpoint of environmental imperative by the example of LowAngara region in Krasnoyarsk krai the results and prospects are estimated of ...
