Around the North Pole, through the seas linking three great oceans of the planet formed the circumpolar habitat. In the Arctic, was formed northern, Nordic race. In the Western science conceptually formed an approach according to which the ancient peoples, scattered on the open spaces of the Polar region founded the circumpolar civilization having common parameters leading many cultures survive in permafrost conditions and characterized by unity in diversity of ethnic communities. Civilizational characteristic of the Arctic is that this region is actually a sphere of interaction between the two civilizations – Western and Eurasian. Allocated distinctive characteristics of «circumpolar civilization» – such as high degree of dependence on natural conditions of existence, restriction of vital requirements of man to a rational minimum, contacts of the individual with his social group, ethnos, compassion to all living things, caring for another person, – actually, are not a signs of civilization as such. A multinational indigenous peoples of the circumpolar world, is now at risk of assimilation and extinction in the context of globalization. Despite the fact that the indigenous population of the Arctic characterized by congenital psychophysiological dependence on the natural lifestyle and living in an environment of nature, there is rapid process of displacement of the traditional habitat and its involvement into the way of life of the industrial and post-industrial society. Under the influence of colonization occurred the interpenetration of civilizations, indigenous peoples have largely lose its image, the traditional way of life and culture.
