Action of the Forces of the Coalition of the Willing and the North Atlantic Pact During the Rebellion in Libya (15 February – 31 October 2011)

The aim of this study is to present the course of armed actions carried out by forces of the coalition of the willing and NATO in order to protect the civil population during the civil war in Libya. The writer concentrates on the description of the operation and the command process, making use of his own experiences from the work in the NATO operational centres. However, he is aware that the collected database to draw this study was restricted by the lack of access to data with confi dential clauses. Yet, the course of actions and their crucial stages were possible to be recreated on the basis of special operational briefi ngs for press, which were available on the NATO website. It should be remembered that the documents of operational importance are given a confi dentiality clause by NATO. What further hindered the correct methodological description of such an enormous political and military effort was also choosing the optimum from ‘the infi nite number’ of sources, which were diffi cult to be verifi ed in the context of action records, statistics, political reactions of the conflict sides, the type of used forces and combat means as well as in the context of estimating the destruction of objects protected by the international law and conventions. Celem niniejszego opracowania jest przedstawienie przebiegu działań zbrojnych prowadzonych przez siły koalicji chętnych i NATO w celu ochrony ludności cywilnej w trakcie wojny domowej w Libii. Autor koncentruje się na opisie przebiegu operacji i procesu dowodzenia, wykorzystując własne doświadczenia z pracy w centrach operacyjnych NATO. Jest jednak świadomy, że zgromadzona baza danych do opracowywani tej publikacji była ograniczana brakiem dostępu do danych o niejawnych klauzulach, jakkolwiek przebieg działań i ich decydujące fazy można było odtworzyć na podstawie specjalnych briefingów operacyjnych dla prasy, dostępnych na portalu NATO1.
