| Summary: | The writer puts a thesis that the North Atlantic Alliance has found itself in one of the most diffi cult moments in its history. The organisation is torn apart between the paradigm of past wars and the needs of modern and future times in the situation when most of member states are interested rather in the reduction than in the increase of military expenses. Moreover, the organisation took on themselves a huge number of tasks connected with irregular expansion of the territory of their execution not having suffi cient capacities as regards strategic transport. However, the biggest challenge faced by the Alliance is too restricted a level of political permission for using power, expressed by societies of the largest member countries and the lack of consistence (on military, political, economic, social and mental levels) being a natural consequence of a fast expansion. Autor stawia tezę, że Sojusz Północnoatlantycki znalazł się w jednym z najtrudniejszym momentów w swojej historii. Organizacja rozdarta jest między paradygmat wojen minionych a potrzeby współczesności i przyszłości, w sytuacji gdy większość państw członkowskich zainteresowana jest raczej redukcją niż zwiększaniem wydatków wojskowych. Ponadto organizacja przyjęła na siebie ogromną liczbę zadań związanych ze skokowym rozszerzeniem obszaru ich realizacji, nie posiadając wystarczających możliwości w zakresie transportu strategicznego. Największym wyzwaniem stojącym przed Sojuszem jest jednak nader ograniczony poziom przyzwolenia politycznego na posługiwanie się siłą, wyrażanego przez społeczeństwa największych krajów wchodzących w skład organizacji, oraz brak spójności (na płaszczyznach wojskowej, politycznej, ekonomicznej, społecznej, mentalnej) będący naturalną konsekwencją szybkiego rozszerzania. |
