Many reasons were given: decreasing demand, drop in the foreign market, pressure from Native and ecological lobby groups. To analyse this phenomenon, this paper examines the Judge Malouf's decision of 1973, that was overturned by the Court of Appeal and followed, in 1975, by the Convention de la Baie James et du Nord québécois. Still in effect, this treaty is now being contested. However, to understand its full meaning, we have to consider the spirit and the letter of the Convention instead of the attacks against it. Then the premises of a political encounter between First Nations people and Quebecers can be discovered. En 1994, le gouvernement québécois annonça l'abandon du mégaprojet hydroélectrique Grande Baleine. Plusieurs raisons furent invoquées: resserrement de la demande, recul du marché extérieur, pression de lobbies écologistes et autochtones. Pour interpréter le phénomène, cet article examine le jugement Malouf (1973), renversé en Cour d'appel et suivi, en 1975, de la Convention de la Baie James et du Nord québécois. Toujours en vigueur, ce traité suscite aujourd'hui la controverse. Pour en saisir la pleine signification cependant, il convient de s'en tenir à sa lettre et à son esprit plutôt qu'aux attaques dirigées contre lui. Nous pouvons alors déceler les prémisses d'une rencontre politique entre Autochtones et Québécois.
