Beginning in 1992, the massive hydroelectric project Grande-Baleine, under the sponsorship of Hydro-Québec, was the object of public debate in Québec. Such was the debate that in 1994 the project was suspended sine die. The reasoning underlying this decision derived from numerous important studies bearing upon the detrimental effects of such a plan upon the natural environment and human communities, particularly the Cris and the Inuit. It seems evident that in the future all projects of the type described here will necessarily have to undergo rigid environmental assessment. Le projet hydroélectrique Grande-Baleine envisagé par la société d'État Hydro-Québec a fait l'objet d'un grand débat public au Québec à partir de 1992. À un point tel que sa mise en oeuvre fut reportée sine die en novembre 1994. Par ailleurs, le projet d'aménagement du bassin de la Grande rivière de la Baleine et du harnachement de ses eaux avait entretemps fait l'objet de larges et nombreuses études d'impacts potentiels. Ces impacts concernent tant l'environnement que les communautés autochtones, plus particulièrement les Cris et les Inuit. Il semble évident qu'à l'avenir la planification de tels projets ne pourra faire l'économie d'études d'impact préalables et approfondies.
