Réseaux et frontière: le résistible développement des NTIC à Saint-Pierre et Miquelon

The French territory of Saint-Pierre and Miquelon (SPM) is located at more than 4.500 km from France, but is at only 20 km from North America. SPM inhabitants and firms could have taken advantage of the ICT networks to break away from remoteness and to fostering the local economy, weakened by the fishery crisis. Although computers are available of Internet connection is regular, one cannot observe large ICT based projects like in other comparable places (Iceland, Faroe Islands, for example). The small size of this territory of 6.300 inhabitants is without a doubt an obstacle to such a development. But a closer relationship with Canada (Newfoundland) could be a good opportunity for extending ICT networks, improving performance and developing the use of new technologies. Some cross-border solutions have already been found in a few specific cases. But the French/Canadian, European/American border remains the real obstacle hindering major projects. The article explains the reasons why, there and in ICT field, the border seems so difficult to cross.
