Le changement climatique offre de nouvelles perspectives d’exploitation des ressources des régions du Grand Nord, en partie délaissées. Les enjeux géopolitiques et économiques ont conduit les autorités à adopter une nouvelle loi sur la Route maritime du nord, outil indispensable au développement de la Russie arctique et potentiellement voie de transit intrarusse et international.
