Sosiaali- ja terveydenhuollon uudistus (sote-uudistus) on ajankohtainen ja rakenteellinen muutos, joka koskettaa suuresti tulevaisuuden Suomen sosiaali- ja terveyspalveluita. Uudistuksen tarpeen taustalla on kasvava ikääntyvä väestö, taloustilanne, palveluiden saamisen epätasa-arvoisuus ja tehottomat toimintamallit. Sote-uudistuksen tavoitteena on muun muassa luoda toimivat ja sujuvat asiakaslähtöiset sekä kustannustehokkaat sosiaali- ja terveydenhuollon toimintamallit. Rovaniemen kaupungin lähipalveluperiaatteiden mukaan Rovaniemellä asukkaiden hyvinvoinnin edistämiseksi tulisi järjestää lähipalveluita asiakaslähtöisesti hyödyntäen eri verkostojen osaamista. Lähipalvelut voidaan turvata esimerkiksi liikkuvien palveluiden ja digipalveluiden avulla. Opinnäytetyömme on laadullinen tutkimus, jonka tavoitteena on kehittää liikkuvia lähipalveluita Rovaniemellä asikaslähtöisesti. Toimeksiantajana toimii LIKELLÄ - kiertävät lähipalvelut lappilaisille (2016–2018) -hanke (EAKR). Hankkeen tavoitteena on liikkuvien palveluiden kehittäminen asiakaslähtöisesti ja kustannustehokkaasti luomalla uudenlainen monipalvelumalli Lapin alueelle. Sen avulla halutaan lisätä asukkaiden hyvinvointia, helpottaa arkea ja lisätä turvallisuuden tunnetta. Opinnäytetyömme tarkoituksena on kuvata asukkaiden kokemuksia ja tarpeita liikkuvista hyvinvointipalveluista. Tietoa kerättiin kehittämistapahtumissa neljässä Rovaniemen kylässä ja lisäksi kerättiin palautelomakkeilla palautetta Onni-auton toiminnasta. Opinnäytetyömme mukaan kylien asukkaat olivat tyytyväisiä Onni-auton palveluihin, ja sitä pidettiin hyödyllisenä ja tarpeellisena palvelumuotona. Liikkuvien palveluiden toivottiin erityisesti tarjoavan terveydenhuollon palveluita, mutta myös sosiaalihuollon palveluita. Lisäksi toivottiin muitakin palveluita, kuten apteekkipalvelut. Järjestöjen ja yhdistysten toivottiin näkyvän monipuolisesti liikkuvissa palveluissa. The reform of health care and social services is a current and structural change which touches the future of Finland's social and health services. The need for the reform derives from a growing ageing population, economic situation of Finland, inequality in supply of services, and ineffective operation models. Objectives of the reform are to create operating and fluent customer-oriented and cost-efficient operation models for health care and social services. The town of Rovaniemi has ”the neighbourhood service principles” according to which the services should be arranged near the people in a customer-oriented manner to promote the inhabitants' welfare by utilising different networks and this way promoting the welfare of the population. The neighbourhood services can be secured with the help of for example moving and digital services. This thesis is a qualitative research the objective of which is to develop the mobile and neighbourhood services in a customer-oriented way in Rovaniemi. The commissioner of this thesis is the NEARBY – Transforming and Moving Services Nearby People in Lapland (2016–2018) (EAKR). The goal is to develop the mobility services for the clientsand to cost effectively create a new all-around model in the area of Lapland. By that the commissioner wants to add the welfare of the population, facilitate coping in everyday life and foster the feeling of security. The purpose of this thesis is to describe the experiences and needs of the inhabitants of Rovaniemi for mobile welfare services. The information was gathered in the four villages of Rovaniemi in the developing events and furthermore, the feedback was collected in the operation of the Onni-bus by using feedback forms. According to the results, the inhabitants of the villages were satisfied with the services of the Onni-bus and it was considered as a useful and necessary form of service. It was hoped that the mobile services would be offered especially as public health services but also social welfare. Furthermore, other services, such as the pharmacy services were hoped for. It was hoped that the organisations and the associations would be seen in the services.
