Biosfäärialueet toteuttavat kolmea perustoimintoa, joita ovat luonnonsuojelu, kestävä kehitys sekä tiedonkeruu ja tiedonvaihto. Niiden avulla pyritään mm. suojelemaan luonnon monimuotoisuutta, edistämään kestävää taloutta ja tukemaan monitieteistä tutkimusta. Biosfäärialueet jaetaan kolmeen vyöhykkeeseen, jotka tukevat perustoimintojen toteuttamista. Vyöhykkeitä ovat ydinalue, vaihettumisvyöhyke ja yhteistoiminta-alue. Suomessa on kaksi biosfäärialuetta; Saaristomeren ja Pohjois-Karjalan biosfäärialueet. Näiden alueiden lisäksi opinnäytetyössä on tutustuttu Fundyn lahden ja Urdaibain biosfäärialueisiin, sekä tilastollista kuvailua apuna käyttäen Euroopan biosfäärialueisiin yleisesti. Lahden seudun kunnat (Hollola, Lahti ja Nastola) ovat olleet mukana selvittämässä Päijänteen biosfäärialueen perustamisedellytyksiä. Alueella on myös haluttu tutkia mahdollisuutta suppeamman Vesijärvi—Salpausselkä -biosfäärialueen perustamiseen. Opinnäytetyön yhtenä tarkoituksena onkin ollut tarkastella Salpausselän alueen kehittämistä biosfäärialuekonseptin avulla. Näkökulma keskittyy kaupunkimaisten biosfäärialueiden kehittämiseen. Työssä on kartoitettu Lahden seudun vahvuuksia biosfäärialueen nimitystä ajatellen. Lisäksi pohditaan biosfäärialueen paikallisia hyötyjä sekä toiminnan ja tutkimuksen painopisteitä. Ehdotus Vesijärvi—Salpausselkä –biosfäärialueen vyöhykejaosta on tehty paikkatietojärjestelmää hyödyntäen. Possibilities of founding a Biosphere Reserve as a promoter of sustainable development in the region of Vesijärvi—Salpausselkä Biosphere Reserves are model regions of sustainable development, which are nominated by the Man and the Biosphere Programme of UNESCO (United Nations Educational, Scientific and Cultural Organization). Biosphere Reserves form an international network, the World Network of Biosphere Reserves, which in the autumn 2009 included 553 Reserves around the world. Biosphere Reserves implement three basic functions that are conservation, development and logistic. By means of these functions, the attempt is inter alia to conserve biodiversity, to promote sustainable economy and to support multidisciplinary research. Biosphere Reserves are divided into three zones that support the implementation of the basic functions. The zones are called core area, buffer zone and transition area. There are two Biosphere Reserves in Finland; Archipelago Sea and North Karelia. In addition to these Reserves, the thesis introduces the Biosphere Reserves of Fundy Bay and Urdaibai. The Reserves of Europe are generally described by using the method of descriptive statistics. The municipalities of Lahti region (Hollola, Lahti and Nastola) took part in researching the possibilities of founding the Lake Päijänne Biosphere Reserve. Moreover, there was a wish in the region to examine the possibility of founding a more compact Vesijärvi—Salpausselkä Biosphere Reserve. One of the purposes of this thesis was to observe the development of the Salpausselkä area by means of the Biosphere Reserve concept. Perspective is focused in the developing of urban Biosphere Reserves. In the thesis, the strengths of Lahti region are surveyed in view of the nomination as a Biosphere Reserve. In addition, the local benefits and the focal points of activities and research are discussed. The proposition of the zonation of Vesijärvi—Salpausselkä Biosphere Reserve was accomplished utilizing the Geographic Information System. |
