In the article in terms of conceptual projections deals with the actual systemic problem in the evaluation of large investment projects in the improbability of the situation of uncertainty. Provides a mathematical valuation model that are treated as strategy game of the investor with “nature”, which is understood as the institutional environment of Russia. As the information base of the assessment used expert judgment, and computer-aided assessment procedures of selecting the most preferred investment solutions to apply IT. The practical use of the relevant methodology is illustrated by estimating the comparative effectiveness of large-scale railway projects planned to be realized as a means of transport to ensure the orientation of trade and economic relations of Russia with the countries ATR, and also the national security of their own country in the Arctic and the Far East. В статье в терминах концептуального проектирования рассматривается актуальная проблема системной оценки крупномасштабных инвестиционных проектов в ситуации невероятностной неопределенности. Приводится экономико-математическая модель оценки, трактуемая как стратегическая игра инвестора с «природой», под которой понимается институциональная среда России. В качестве информационной базы оценки используются экспертные суждения, а для компьютерной поддержки процедур оценки выбора наиболее предпочтительных инвестиционных решений применяются IT-технологии. Практическое использование соответствующей методики иллюстрируется на примере оценки сравнительной эффективности крупномасштабных железнодорожных проектов, намечаемых к реализации в качестве средств транспортного обеспечения ориентации торгово-экономических связей России со странами Азиатско-Тихоокеанского региона, а также национальной безопасности собственной страны в Арктике и на Дальнем Востоке.
