Работа посвящена актуальной теме использования лесных ресурсов. На примере Республики Карелия проанализированы актуальные проблемы в лесопромышленном комплексе; критически проанализирован международный рекомендательный документ План Рованиеми; оценены возможность, целесообразность и условия применения этого Плана в Республике Карелия; разработаны предложения по увеличению эффективности использования лесных ресурсов в Республике Карелия. Первая глава работы «Лесные ресурсы Республики Карелия» описывает состояние лесного фонда региона на основе Лесного плана Республики Карелия, принятого в 2008 году. Вторая глава «План Рованиеми для лесного сектора в условиях развития «зеленой» экономики» посвящена Плану действий, разработанному Европейской Экономической Комиссией ООН, с помощью которого возможно достичь устойчивого лесопользования. В третьей главе «Обзор возможных участников реализации Плана Рованиеми» описываются участники и заинтересованные стороны реализации Плана Рованиеми (предприниматели, государственный сектор, наука и образование). С их помощью меры Плана Рованиеми могут быть использованы на практике для достижения устойчивого лесопользования. Четвертая глава – непосредственные рекомендации для достижения устойчивого лесопользования на основании конкретных задач, представленных в Плане действий. Результаты данного исследования могут быть использованы предпринимателями и государственными служащими при принятии управленческих решений для перехода к «зеленой» экономике. The study considers the effective use of forest resources. The principles of the Rovaniemi Action Plan has been applied to a timber industry in the Republic of Karelia. This analysis enabled the formulation of proposals of the efficient use of forest resources in the Republic of Karelia. The first chapter "The forest resources in the Republic of Karelia" describes the situation with the forest resources in Karelia on the basis of the Forest Plan adopted in 2008. The second chapter "Rovaniemi Action Plan for the forestry sector" is devoted to the Action Plan, elaborated by the United Nations Economic Commission for Europe, with which it is possible to achieve sustainable forest management. With the help of this Plan sustainable development of forest resources can be achieved. In the third chapter "Overview of possible participants of the Rovaniemi Action Plan" describes the participants and stakeholders implementing the Plan Rovaniemi (entrepreneurs, the public sector, science and education). With their help, Rovaniemi Plan measures could be used in practice to achieve sustainable forest management. The fourth chapter - the immediate recommendations for achieving sustainable forest management on the basis of specific objectives presented in the Action Plan. The results of this study can be used by bussinesses and government to develop decisions for transition to a "green" economy. The thesis includes forty-eight pages, consists of introduction, four chapters, conclusions, bibliography and four appendices; It contains two tables, two diagrams, the reference list includes thirty two sources.
