The action agencies and the Fish and Wildlife Service (FWS)consulted conceptually on the preferred alternative described in the Draft NW Forest Plan (FWS's Biological Opinion is an Appendix to the Final EIS for the NW Forest Plan). The Biological Opinion analyzed effects upon the recovery of the murrelet and spotted owl. It was determined that actions (projects) consistent with the Northwest Forest Plan were not likely to preclude the recovery of then-listed species or decrease these species' range such that jeopardy would occur (then-listed species include American peregrine falcon, bald eagle, northern spotted owl, and marbled murrelet) . This current consultation effort contains the environmental baseline for the land managed by the Rogue River and Siskiyou National Forests, and Medford District of the BLM within the Rogue River Basin (and portions of several adjacent drainages" P. 1 [7].
