Ísland og Frontex : ætti Ísland að leggja meira til samstarfsins?

Í þessu lokaverkefni eru kynntar niðurstöður rannsóknar um þátttöku Íslands í Frontex. Höfundur beitti eigindlegum rannsóknaraðferðum og ræddi við einstaklinga sem starfa hjá löggæslustofnunum og Rauða kross Íslands. Tilgangur rannsóknarinnar var að skoða þátttöku Íslands í Frontex og skoða hvort Ísland gæti og ætti að leggja meira til samstarfsins. Helstu niðurstöður rannsóknarinnar benda til þess að Ísland þarf að auka þátttöku sína og er nú skuldbundið samkvæmt reglugerð Evrópuráðsins og Evrópuþingsins nr. 2019/1896 að leggja til mannskap í nýstofnað stöðulið Landamæra- og strandgæslustofnun Evrópu (Frontex). Á sama tíma er mikilvægt að íslensk stjórnvöld séu vakandi gagnvart fréttaflutningi og skýrslum mannúðarsamtaka um ætluð mannréttindabrot í garð flóttafólks og hælisleitenda sem leggja leið sína til Evrópu í leit að alþjóðlegri vernd. This thesis deals with Iceland's participation in Frontex. The author applied qualitative research methods and interviewed individuals who work for law enforcement agencies and the Icelandic Red Cross. The purpose of the study was to examine Iceland's participation in Frontex and to examine whether Iceland could and should contribute more to the European co-operation. The main results of the study indicate that Iceland needs to increase its participation and is now obliged according to Regulation 2019/1896 of the Council of Europe and the European Parliament to provide personnel for the newly established standing corps of the European Border and Coast Guard Agency (Frontex). At the same time, it is important that the Icelandic government is vigilant against news coverage and humanitarian organizations' reports of alleged human rights violations against refugees and asylum seekers making their way to Europe in search of international protection.
