This thesis explores the process of decision-making within the Icelandic energy system concerning future sustainable energy development. The research focuses on three aspects related to better understand and analyze the decision-making process: i) identifying all relevant stakeholder groups within the Icelandic energy system and determining their level of influence, ii) identifying stakeholder values regarding sustainable energy development in Iceland, and iii) assigning weights to the identified fundamental stakeholder values. The research applies various methods to collect and analyze data, such as stakeholder analysis, stakeholder engagement through informal workshops, Value Focus Thinking and Analytic Hierarchy Process. The research identifies nine stakeholder groups within the Iceland energy system. Three of these (‘Decision-maker’, ‘Distribution and Transmission’, and ‘Energy Producers’) are identified as highly influential in decision-making. Further, the research identifies 387 stakeholder values with 17 being classified as fundamental or sub-fundamental values and 370 as mean values from Tier one to three. Lastly, the research shows that the stakeholder groups Decision-maker’and ‘Distribution and Transmission’ recognize social and economic values to be more critical for sustainable energy development rather than long-term energy strategy and environmental values.
