Summary:What legal regime applies to the Arctic Region? What is the role of two big international actors such as the European Union (EU) and Russia? On what basis do they claim influence and/or authority -jurisdiction (if any) over part of the region? What are their most recent adopted policies on the Arctic? Can we apply Tocci´s theory on normative foreign policy actors to the EU and Russia? What factors do influence the adoption and validity of EU and Russian policies and norms in this region? This research project tries to reply to all these questions casting a light over an area of great importance and currently situated at the crossroads of historic developments.
