Discussion around the Arctic in the early 21st century can be characterized within four policy-academic thesis formulated by contemporary development and 'open region' concepts. From the view point of world political analysis, these postulates are: 1) The Arctic is a region of peace and cooperation; 2) The Arctic is a transportation route between Europe, Asia and North America 3) The Arctic is mankind's region of bio-energy reserve; 4) The Arctic is a region of the Earth's ecosystem balance. Modern political processes round the Arctic began after creation of the intergovernmental organization 'Arctic Council'. The Arctic states created a platform: firstly, for the 'the Arctic identification', secondly, for the climate change discussion in the Arctic and its influences on life of indigenous people. Reports on problems of the Arctic, having scientifically reasonable character became result of activity. The recommendation base of reports is part of the promotion a 'new knowledge' concerning Arctic ecosystem. Effective application of recommendations is the following stage of the regional international organizations activity in formation of the Arctic region. However, feature of the being formed region is the perception of the region as source of raw materials and transport knot from the Atlantic Ocean to the Pacific Ocean. In the region where economic interests of the different states, groups of the states, the international organizations, the private companies, civil society have different interests, the purposes and tasks can be spoken as initial forms of integrative processes. Integrative processes, unlike integration processes, represent system of interaction of different participants of different levels on a vertical and on a horizontal. Scales, depth and speed of the integrative processes in the Arctic - objects of political sciences researching. The author shows examples of two approaches of integrated process: an intensification of integrative processes in the Arctic according to typology of the international interaction of Khrustalyov M.
