Based on the recognition that the territory is like a separate object of state observation, it is noted that the best resources for labor of the economy of Arctic may become demographic potential of adjacent northern regions. The different points of view and approaches to the definition of the demographic potential and a set of indicators by its assessment are given. On the basis of the statistical analysis of population dynamics and a level of birth rate and mortality, it is shown that quantitative demographic potential of the northern regions since 1990s significantly decreased. It was affected by the migratory outflow. It is revealed that in northern regions, there are still positive differences in age and sexual structure. Regional governments can use the results while drawing up Strategic plans of socio-economic development of territories. The article concludes with recommendations.
