The starting point is the liberalization of the European and the north atlantic air transport market. These markets show positive results so that further liberalization of other markets is desirable. In an extensively liberalized airline market the role of the state is limited to set parameters for competition to become sustainable without affecting safety, social or environmental standards. For this a competition concept on the base of the model of contestable markets is proposed as well as further liberalization of the fifth and sixth freedom markets. Finally, a continuous market observation system seems to be appropriate to hinder anticompetitive behaviour.
