Possible culprits like the aquaculture industry were in place in the 1970s when the now-endangered fish appeared to be making a dramatic come-back. In the 1990s, state officials repeated a water-quality study on the Narraguagus River, first conducted in the 1970s by a graduate student. Little has changed in water quality, but sea-run salmon runs in that river have declined nonetheless, suggesting they might be running into problems at sea.
