Under the Solid Waste Landfill Closure and Remediation Program, started in 1988, the Department of Environmental Protection was able to close 388 landfills, but many older and hard to identify landfills went untouched. In Wells, residents in the Abenaki Trail subdivision first grew concerned about water quality reports. Further testing showed soil contamination.
