NAMA's plan, crafted by scientists, economists, fishermen, environmentalists, and others, and submitted as an alternative management plan (the Gulf of Maine Inshore Fisheries Conservation and Stewardship Plan) is designed to recognize the historical, social, economic, and ecological differences between the inshore and offshore fleets.
