Summary:Despite years of effort to bring back sea-run fish to the Kennebec River, not one salmon has made it upstream to spawn. In 1830, the state legislature required a fish ladder in the Edwards Dam in Augusta, but it was destroyed soon after and never repaired. Dam builders forget -- or ignore -- that rivers are public property, but now that the river's pollution has been abated, it's time to bring back "Kennebec Atlantic salmon," a delicacy not caught in years.
