试析东北亚能源合作中的平台缺失

东北亚地区的能源合作，在近二十年来取得了一定的进展。伴随着ESPO管道及中俄原油管道的建成运营，以及萨哈林岛LNG出口数量的稳定增长，本地区的能源合作已经形成了初步的基础。不过，与欧洲等能源关系较为成熟的地区相比，东北亚的能源关系仍缺乏坚实的利益纽带支持，特别是覆盖多国的地区性油气管网体系的缺失，使其仍不具备实施广泛的地区性能源合作的基本平台，从而直接影响到本地区能源合作的深入发展。 The energy cooperation in Northeast Asia has been made some progress in the last two decades.Along with the ESPO pipeline and the China-Russia crude oil pipeline put into operation, as well as the ex-ports of Sakhalin LNG stably growth, energy cooperation in this region has formed a preliminary basis.However, compared with Europe and oth-er area, Northeast Asian energy relationship is still lack a solid bond inter-est support, especially lack of a multi-national oil and gas pipeline network system, which directly affected the further development of regional energy cooperation. 0 1 20-35
