This diverges from past treatments of Arctic sovereignty, which focused on issues including environmental concerns, national security, and indigenous groups' rights, rather than acknowledging the overriding importance of the American-Canadian relationship as the key feature underlying almost all of the significant actions undertaken by the Canadian government in determining its Arctic sovereignty.
