Summary: | This report, Vol. II, presents a discussion of the operations of the ten EES pilot state programs during the period from October 1, 1977 through September 30, 1979. Each of the ten pilot states - Alabama, Connecticut, Michigan, New Mexico, Pennsylvania, Tennessee, Texas, Washington, Wisconsin, and Wyoming - received a grant of approximately $1.1 million to develop and implement an 18-month program beginning on October 1, 1977. In September 1978, each State received an additional $370,000 for service-delivery programs for the extension of the pilot program, April 1979 through September 1979. A case-study description of the operations of the pilot program in each State is provided here, with special attention given to the two programs selected in each State for more-detailed study and survey research. Although the thrust of this volume is descriptive, some survey data and analyses are presented for the emphasis programs. Two telephone surveys of clients and a non-client sample were conducted, one at the end of the first year of the pilot program (October 1977 - September 1978) and one at the end of the second year (October 1978 - September 1979). |
