The twin Cities Pechenga Rayon and Sør-Varanger Municipality

Pechenga rajon i Russland og Sør-Varanger kommune i Norge har hatt samarbeidsavtaler siden 1973. Samarbeidet mellom de to kommunene viser at den utbredte kontakten har vært mest vellykket innenfor myke samarbeidsarenaer som kultur og ungdomsutveksling. Harde samarbeidsområder som næringsliv har vist seg mer utfordrende for partene. For å møte disse utfordringene ble tvillingbysamarbeidet lansert i 2008. Tvillingbysamarbeidet tar sikte på å forbedre forholdet mellom partene ved hjelp av folk-til-folk samarbeid, som skal resultere i at forholdet utvikler seg til å kunne inneholde samarbeid på harde områder. Dette gir svar på min første problemstilling: hvorfor ble tvillingbysamarbeidet initiert? En underordnet problemstilling tar sikte på å utforske hvordan tvillingbyprosjektet har påvirket det eksisterende samarbeidet mellom Pechenga Rayon og Sør-Varanger. Tvillingbyprosjektet har ikke innfridd målene sine, og har gitt beskjedne resultater. Ifølge oppgaven min har tvillingbyene møtt på flere hindre. Blant de viktigste er ulik grad av selvbestemmelse i kommunene, utilstrekkelig grad av politisk vilje både fra lokalt og sentralt hold, strenge visumreguleringer og liten kjennskap til tvillingbysamarbeidet blant vanlige folk. Slik som tvillingbyprosjektet framstår i dag vil det ikke forbedre det eksisterende forholdet mellom Pechenga Rayon og Sør-Varanger, grunnet manglende interesse fra begge sider. Den eksisterende samarbeidsavtalen fra 1973 klarte ikke å få til et fungerende samarbeid innenfor harde områder, det har heller ikke tvillingbysamarbeidet klart Abstract The municipalities Pechenga Rayon in Russia and Sør-Varanger in Norway have been cooperating since 1973. The extensive contacts and traditions of cooperation have predominantly been successful in soft areas of cooperation, such as culture and youth exchange. There have been difficulties related to cooperation on hard fields as industry and commerce between the partakers. In order to overcome the challenges, the twin city cooperation was initiated in 2008. The project aims to mature the relationship between the partners through people-to-people-cooperation, so it might be functional within hard areas of collaboration. This answers my first research question; why was the twinning initiated? A subordinate research question asks how the twinning has affected the existing cooperation between Pechenga Rayon and Sør-Varanger. The twin city project has not been successful, and thus provided a modest outcome. According to my research, the twin cities cooperation has met with several obstructions. Among the most important are different levels of local self-government, insufficient amount of political will from both local and central levels, strict visa regulations and low awareness of the theme among the grass root. As the twinning appears today, it is implausible to improve the cooperation between Pechenga Rayon and Sør-Varanger, because of lack of interest from both sides. The existing cooperation from 1973 did not accomplish a functional collaboration on hard fields, neither has the twinning.
