Denne oppgaven er en studie av oljeindustriens interessenthåndtering i debatten om petroleumsvirksomhet i Barentshavet som pågikk fram til slutten av 2003, også kalt ULB-debatten. Studiet tar for seg hvordan oljeindustrien arbeidet med sine omgivelser og interessenter som en funksjon i informasjon & samfunnskontakt-arbeidet, med fokus på hvordan denne håndteringen foregikk og hvilke grupper interessentene kan sies å representere. Dette blir videre belyst opp mott teorier fra informasjon & samfunnskontakt og interessenthåndtering. Hovedkonklusjonen er at oljeindustrien arbeidet aktivt med ulike interessenter med forskjellig tilknytning til saken, og at arbeid overfor disse varierte mellom de ulike gruppene. Gjennom debatten klarte også oljeindustrien å spille på lag med flere grupper som blir berørt av deres virksomhet, og at spesielt forholdet til fiskerne var av stor betydning. Resultatet av interessenthåndteringen antar man kom til uttrykk gjennom det endelige politiske vedtaket om gjenåpning av Barentshavet, som kan sies å ha vært en seier for oljeindustrien. This paper is a study of the oil industry’s stakeholder management in the debate about petroleum activities in the Barents Sea, which took place up until the end of 2003 – the so-called ULB-debate. The study deals with how the oil industry worked with its surroundings and stakeholders as a function of the public relation work, with focus on how the stakeholder management was held and what groups the stakeholders could be said to represent. This will be put up against theories from public relations and stakeholder management. The main conclusion is that the oil industry worked actively with different stakeholders holding different connections to the case, and that the work toward these varied according to the different groups. Through the debate the oil industry also managed to play alongside several groups that were involved by their activity, and especially the relationship with the fishermen was of great importance. The result of the stakeholder management is assumed to have emerged with the final political resolution of the reopening of the Barents Sea, which can be called a victory for the oil industry.
