Owing to unusual features of the climate and the ground, it is apparent that engineering practices of more temperature regions cannot be applied without modification. This is particularly true of the design of water and sewer services in regions of "permafrost" or perennially frozen ground. Le développement des régions arctiques canadiennes a connu un essor rapide au cours de la dernière décennie, à un point tel que l'un des plus grands problèmes d'ingénierie actuels consiste à fournir dans ces régions des installations offrant des commodités pour la vie moderne. En raison des caractéristiques climatologiques et pédologique particulières de ces régions, il apparaît clairement que les méthodes d'ingénierie des zones plus tempérées ne peuvent y être appliquées telles quelles. Ceci vaut tout particulièrement pour la conception des services d'aqueduc et d'égout dans les régions où l'on trouve du pergélisol.
