Simultaneous optical and radio frequency measurements were taken at Thule AFB and Qanaaq, Greenland, using an All-Sky Imaging Photometer (ASIP) and a specially equipped Global Positioning System (GPS) receiver. Arcs were discovered to produce significant, rapidly varying TEC increases, and small but measurable amplitude scintillation. Approved for public release; distribution is unlimited.
