A "billy-tub" is an alternate form for"bait jack" and in my experience was never used to hold trawls or "bulltows" (I assume "brilloes" is an error) It would be of a size commensurate with 1/4 of a flour barrel but even if it were used to hold trawls instead of bait, as was its purpose, would _not_ accommodate 10 lines.
