[Possibly used in following situation:] When men get together for various tasks such as pulling up a boat, someone usually sings or shouts so that everyone will pull in harmony. This is awaited for before the work starts and in many cases the men tend to act shy; hesitating and waiting for the other fellow. It is at this moment someone poses the question (now then men, who says?) Thus this becomes the 'starter' for the task.
