In 1950's-1970's, though, the term keeps cropping up in context of government policies of consolidation of rural population. The matter is worldwide, of course, & maybe the term is transparent? Geo. Maybe 2 or 3, the very earliest and official ones. Maybe another aspect is that (probably) this is one of hundreds of consciously chosen words coming from officials - like _amalgamated_.
