An enquiry was held after the S. S. Southern Cross was lost with all hands and the S. S. Newfoundland lost 78 sealers who had been left on the ice, which together came to be known as the 1914 Sealing Disaster. This report into the disaster, submitted to His Excellency Sir Walter Edward Davidson, K.C.M.G., Governor, contains findings and recommendations by Commissioners Sir William Horwood, C.J., Hon. Mr. Justice Emerson, and Hon. Mr. Justice Johnson. The report acknowledges that sealers faced very dangerous conditions, and the recommendations included improved legislation to better protect the sealers.
