This report into the disaster, submitted to His Excellency Sir Walter Edward Davidson, K.C.M.G., Governor, contains findings and recommendations by Commissioners Sir William Horwood, C.J., Hon. Mr. Justice Emerson, and Hon. Mr. Justice Johnson. The report acknowledges that sealers faced very dangerous conditions, and the recommendations included improved legislation to better protect the sealers.
