This two volume set discusses the economic and social conditions in Newfoundland, which had experienced a significant downturn in the 1930s. The contents of this first volume is primarily a letter submitted by Commissioner J.H. Gorvin to England's Ministry of Agriculture and Fisheries. Gorvin was tasked with identifying the problems within these two industries in Newfoundland, possible solutions to the issues, and the tools and government structure necessary to carry out those solutions.
