The working hypothesis of this Major Report is that NCARP and TAGS neglected to meet adequately the needs of women working in the processing sector of the fishery due, in large part, to a lack of attention to previous research and experience on the part of those responsible for designing and implementing these adjustment programs. -- One of the most important findings of this research is what it revealed about the lack of coordination of efforts of the federal and provincial government departments responsible for responding to the crisis. In particular, these programs have not adequately addressed the needs of women working in the processing sector of the fishery. Arguably, it is very much in the public interest that the failure of the adjustment programs and their differential impact on men and women be fully understood.
