The main issues addressed are the efforts being undertaken by the non-governmental organizations involved, as well as the department of Fisheries and Oceans, to reestablish a healthy salmon population in the waterways of Western Newfoundland. This paper includes a discussion on Community-Based Natural Resource Management (CBNRM) and its key characteristics. These key characteristics are compared to those of the non-governmental organizations involved in the salmon revitalization projects in Western Newfoundland and consequently assertions are made regarding what constitutes a successful organization when it comes to natural resource management.
