Summary:The object of the present master thesis is the facts and factors that lead to the transformation of public policy. The aim of the work is the analysis of specific factors that could cause the transformation of public policy in Iceland and the Ukraine, in particular the research of the influence of disclosure of information regarding «financial unscrupulousness» of key political actors on the transformation of internal policy of states and the analysis of reasons that led to different consequences in the Ukraine and Iceland. In the present paper the author came to the conclusion that the difference in influence of leak on the public policy depends on the quality of democracy in the state. The quality of democracy is in direct correlation with level of credibility between society and acting government. Level of credibility in its turn depends on figured national mood, which places key role in reactions and readiness of society to act. The impact of leaks on the public policy of Iceland was more profound that in the Ukraine due to 3 following reasons: the swing of national mood in Iceland after economic crash of 2008 that led to increased perceptiveness and scrutiny of actions of political actors; the mistrust of Ukrainians to the media; the existence of successful track record of political activism in Iceland within last 10 years. The present master thesis might be useful for researchers, politologists, political actors, journalists and students.
