The ability to use the Northern sea route, the natural Arctic resources and expansion of Arctic territorial zones has led to the militarization process of the Arctic region, which is able to create the potential military threat to Norway, Sweden and the rest of the NATO alliance. Militarization process and the same interests of Norway and Russia in the Arctic can determine armed conflict in this region. This is the reason why it is necessary to find out the main Russia`s goal in this region, Russia`s ability to reach these goals, and conduct the Russian threat assessment for Norway and Sweden and find out, how Norway and Sweden respond to Russia`s threat. Also, it is important to find the main differences between Norway`s and Sweden`s actions responding to Russia`s actions. The objectives of this work are: 1) to find out what is the meaning of power and how it is demonstrated; 2) analyze Russia`s Arctic strategy and national security strategy; 3) find out the possibilities of realizing Russia`s goals; 4) analyze the Norwegian Arctic Strategy in response to the demonstration of Russian power; 5) to analyze the Swedish Arctic strategy in response to the demonstration of Russian power. The research is based on a case study method while using qualitative analysis methods. The novelty of investigation is based on the relevant poriod from 2008 to 2020, also this kind of research has never been carried out in Lithuania.
