[First paragraph] Ever wondered how the environmental convention secretariats operate? Or how and why the Organisation on Economic Cooperation and Development (OECD) created an environment directorate? Many of these bureaucracies have not been studied in great detail precisely because they fit within the broader debate over the power and effectiveness of environmental regimes. This volume investigates four environmental convention secretariats (climate, ozone, desertification, and biodiversity), the secretariats for the International Maritime Organisation (IMO), the Global Environment Facility (GEF), the United Nations Environment Program, and the environmental units of the World Bank and the OECD.
